- 46 -(3)University of Otago(ⅰ) The conclusion of an exchange agreement*As DCE was reorganized as Education Department of University of Otago(hereafter, UO) in 2007, the exchange agreement between MU and DCEcame to the end. Preparation was started for the conclusion of the exchangeagreement between MU and UO. After the preparation was completed inAugust 2008, MU mailed the agreement with the signature of Dean Sakuda,which was sent back to MU with the signature of Vice-chancellor DavidSkegg. That is how the agreement was concluded.*In March 2009, Mr. Hirase, Chairman of the SEC and Ms.Keiko Shimojo, amember of the SEC, visited UO to try to investigate the possibility ofstarting the academic year of MU in September. They had somediscussion about the exchange program with Mr. Jason Cushen, Managerof Student International Services, and Ms. Iby Virag, Exchange Adviser.(ⅱ) The Contents of the Exchnages*UO has many foreign students, which constitute 20% of the whole numberof the students. All the official procedures are collectively handled by theStudent International Services, while DCE and Faculty of Education andCulture of MU, two rather small institutions, used to have some flexibilityto operate the exchange program. But flexibility does not work any morefor UO. DCE sometimes overlooked the minimum requirement of TOEFLscores of MU students, while UO does not do that. The minimumrequirement of TOEFL scores by UO was too high (iBT 81) for MUstudents to fulfill. Therefore, there were only a few MU students whowere permitted to study at UO. Then the agreement soon became void.
