- 51 -Ⅳ. The Support Committee of Faculty of Education*As mentioned in Chapters I & II, the Faculty of Education of MUconcluded the student exchange agreements with TESC in 1986 and DCEin 1987 under the condition of tuition waiver. But at that time,Mombusho did not allow a tuition waiver for the foreign students whostudied at MU at their own expenses. So MU needed to find a way tocover the tuition for exchange students who came from TESC and DCE attheir own expenses.*Mr. Butterworth contributed an article to Miyazaki Nichi Nichi Shimbun.about the establishment of the fund for exchange students. Afterreporting that two MU students got a tuition waiver when theystudied at DCE from January 1986, he wrote, “…but on the otherhand, it is unfortunate that the Japanese government does not allowa tuition waiver for exchange students from the sister colleges.Together with other Japanese universities, we are asking thegovernment to offer a tuition waiver, but this matter will not bebrought to a settlement soon. Therefore we determined to takeanother way. We are planning to establish a fund for a scholarship(about the amount of money of the tuition fee) for exchange studentsfrom TESC and DCE.Is”<Reminiscence (12) ~Mr. Butterworth’s article for mass media~>Thinking that the establishment of Support Committee (hereafter, the SC) should bepublicized, Mr. Butterworth wrote an article in the newspaper in order to get support fromthe people with connections to Miyadai and those living in the prefecture. Before he wentback to America for summer vacation, he asked Mr. Katsuhiko Kusano, an SEC member,to translate the article into Japanese. When Mr. Kusano finished translating it intoJapanese, he asked Mr. Matsuo, another SEC member, to proofread it. Mr.Kusano thoughthe should wait for Mr.Butterworth’s return and discuss which mass media they shouldcontribute the article. It was natural that Mr.Butterworth also thought that way. But,with Mr. Matsuo’s deep wish to publish the article as soon as possible, it was carried in theMiyazaki Nichi Nichi Shimbun (July 24, 1986). When Mr.Butterworth came back, he wassurprised to know that the article was already in the newspaper. But he never blamedMr.Kusano and Mr.Matsuo for that matter and just smiled as usual.*In September 1987, the SEC (with Mr. Kusano, as Chairman) publishedand distributed on and outside the campus the prospectus of theestablishment of the SC with President Endo, Dean Kitamura, and someothers as promoters.
