Inthe 5th general meeting of the SC in June 1991, the article of “the support ofthe tuition fee” in the SC rules was deleted. In the 6th general meeting inMay 1992, the SC scholarship was established (minimum amount of roundtriptransportation money, two-month living expenses [\100,000], and theinsurance money [\10,000]). But because of the small sum of stipend, noexchange student from TESC and DCE applied for this scholarship. In thegeneral meeting in May 1993, the stipend was raised (minimum amount ofround-trip transportation money + 12-month living expenses [\600,000]+insurance money [\15,000]). This scholarship was given to three exchangestudents (one from TESC and two from DCE), who were supposed to come toMU in October, 1993.*To keep a balance of the number of students exchanged, the SC granted manyscholarships. As a result, theSC had a financial stringencyand was obliged to raise itsannual membership fee from\3,000 to \4,000 per share inthe 14th general meeting held<The heated discussion in the 15th general meeting(May 26, 2001)> in meeting held in May, 2000.After 2005, the scholarship was reduced to the one-time allowance whichwas offered soon after their arrival.*At the beginning, the support was confined to the exchange students from
