a-history-of-international-exchanges00

- 58 -We talked about the possibility of student exchange programs with the staffof Faculty of Teachers’ Training. After paying a courtesy visit to President ZhouGuangfu, we had a talk with Mr. Liu Yunqui (Dean of the Faculty), Mr. LiYichuan (Vice-dean of the Faculty), Mr. Lu Guangda (Chairman of the course),Ms. Zhou Xiaoli (Vice-chairman of the International Exchange Office), Mr. WuShaoxue (International Exchange Office) about the contents of exchange indetail and confirmed that both sides were very positive as to the exchange. Aftercoming back to Miyazaki, SEC examined such problems as ‘the financial support,’‘getting a certain number of students continually,’ ‘starting with a short-termprogram,’ ‘Chinese language education in the Faculty of Education, MU,’ and‘exchanges at the teachers’ level.’ We tried hard to conclude an exchangeagreement by keeping in close contact with the person in charge at QU.(ⅱ) The conclusion of an exchange agreementIn December 1999, SEC of the Faculty of Education started drawing up thedraft of a student exchange agreement and sent out its first draft to QU with theChinese language version made by Mr.Chen Lanzhuang, a teacher of the Facultyof Agriculture, MU. In April 2000, we received an answer from QU that theywould accept it in its original form. Then the problem arose where we wouldhold the signing ceremony, in Miyazaki or in Qingdao. MU proposed that therepresentatives of both institutions come together and sign and started trying toarrange the schedule. We proposed some day in August, when Dean Kusano hada plan to visit Qingdao with some students. QU, however, sent us a fax to tellus that it wanted to sign the exchange agreement as soon as possible, because itneeded to submit the agreement to get an approval from the local government. After receiving the fax, MU SEC discussed the procedure to get a permission ofthe faculty meeting to sign the agreement, the persons to sign the agreement (MUPresident Kouji Futagami, QU President Xu Jianpei, Dean Katsuhiko Kusano ofFaculty of Education and Culture, MU) and other preparatory works toward theconclusion of the agreement. SEC proposed the conclusion of the exchangeagreement with QU, which was approved by the Faculty Meeting on July 5 in itsoriginal form.On July 14, President Futagami and Dean Kusano signed an agreement in theMU President’s room, which was soon sent to QU by Express Mail Service (EMS).On August 22, we received the agreement signed by QU President Xu Jianpei. Thus, the agreement between MU and QU was concluded.
